In general, no they are not.
But, it is possible to use too high heat and to burn or dry out your hair.
It is best to towel dry your hair as much as possible before drying. Use a moderate heat setting. Don't hold the dryer too close to your hair. Don't overdry your hair, especially if it is thin, fine or dry--it shouldn't be bone dry when you finish but just a bit damp-dry.
If your hair is very dry you can use a conditioner or a hair product to help reduce the drying effect.

yes, but if you use good hair products it can reduce the stress and damage. In the summertime, I'll sit in front of a fan and dry my hair that way. (Cool air). Alternatively, let your hair air dry at least 1/2 way before turning on the heat if you have time...or make sure the towel really sops up as much water as possible.
